Congress says U.S. aid to international development banks must promote using natural resources wisely, protect the environment and public health, and respect indigenous peoples. Congress also finds that these banks have sometimes failed to protect those things. Projects usually work better and cost less when local communities are consulted. Some developing governments lack the right policies. The banks do not yet give enough help to borrowers to encourage sustainable resource use and community consultation.
