The Secretary of the Treasury must direct U.S. Executive Directors at international financial institutions to use U.S. votes to urge those institutions to require borrowing countries to guarantee internationally recognized worker rights, include those rights in policy talks, base policies on ILO conventions (association, collective bargaining, bans on forced labor, child labor age, wages, hours, safety), and set up procedures to screen projects for harms to those rights. By the end of each fiscal year the Secretary must report to the House Committee on Banking, Finance and Urban Affairs and the Senate Committee on Foreign Relations on each borrowing country’s protections and progress.
