If the President finds a foreign country has helped or promised to help U.S. efforts against international terrorism, the Secretary can tell U.S. Executive Directors at international financial institutions to support loans or other funding for that country or its entities. The Secretary can also tell them to push for audits so no money goes to people who commit, threaten, or support terrorism. International financial institution: those listed in section 262r(c)(2).
