The United States will stay a member of the International Prison Commission and join in its work. Each year the Treasury Secretary may pay the U.S. share of the commission’s costs and the travel, clerical, and other needed expenses for a U.S. commissioner to attend the annual meetings, using money Congress provides for that purpose.
