Title 22 › Chapter CHAPTER 38— - DEPARTMENT OF STATE › § 2672
Lets the Secretary of State have the United States join in international actions that come up in running foreign affairs when no treaty, convention, or special law already covers them. It does not allow the Secretary to make the U.S. a member of any international organization, or to keep taking part in an international organization's activities for more than one year without Congress saying yes. Also lets the Secretary pay costs for that participation. That covers hiring people who are not U.S. citizens, travel costs that do not have to follow the usual government travel rules or the per diem rates in subchapter I of chapter 57 of title 5, travel for unpaid advisors paid at the same rates as regular officers, and renting living or office space.
