The Secretary of State can appoint Alternate U.S. Commissioners to go to certain international fisheries commission meetings after consulting the Secretary of Commerce or the Secretary of the Interior. This does not apply to the International Commission for the Northwest Atlantic Fisheries or the International North Pacific Fisheries Commission. Alternates can do all the duties of a Commissioner when a Commissioner is absent. The number of Alternates cannot be more than the number of authorized Commissioners who are absent, and any Deputy Commissioners have priority.
