After September 30, 1977, appropriated federal money cannot be used to buy a tangible gift for a foreign person that is worth more than "minimal value" (as defined by law), unless Congress approves. The only appropriated funds that may be used are from the State Department’s "Emergencies in the Diplomatic and Consular Service" account. Beginning October 1, 1977, the Secretary of State must send a yearly report to the Speaker of the House and the Senate Foreign Relations chair listing all such gifts given in the prior fiscal year, whether bought with appropriated funds or not.
