The President, after the Secretary recommends it, can give a Thomas Jefferson Star for Foreign Service to a Foreign Service member or other U.S. civilian employee who was wounded, injured, or became ill while working at an official post overseas or traveling abroad for work — either while on duty, on U.S. mission grounds, or because they were a U.S. employee. The award can be given even if the wound or illness caused death, and if the person dies first it may be presented to their family or to a representative the President names. The Secretary must set the rules for picking winners and must decide the star’s design. The award cannot include money. Costs to present the star can be paid from the personnel funds available at the time in the department or agency where the person worked when injured or sick.
