Secretary of State may reimburse persons, agencies, or governments for protecting judges or others who help with terrorist incidents that happen mainly outside the United States. For matters under federal criminal law, the Secretary must consult the Attorney General. Congress authorized $1,000,000 for fiscal year 1986 and $1,000,000 for fiscal year 1987 for these payments; the money may be called the "Counterterrorism Protection Fund."
