The Secretary of State may give grants to colleges, universities, or students to build knowledge of and interest in jobs with the Foreign Service or the Civil Service, in line with section 3905. The Secretary should try to reach minority students when possible. The Secretary will set rules that limit grant sizes, make sure a student’s total federal aid does not exceed their education costs, and require good academic progress to keep getting money. Working with the Assistant Secretary for Diplomatic Security, the Secretary may set up Diplomatic Security fellowships for U.S. nationals in post‑secondary study who agree to seek careers as a special agent, security engineering officer, or civil servant in the Bureau of Diplomatic Security. Rules will say who can apply, how to apply, the maximum award, and required academic progress.
