Title 22 › Chapter CHAPTER 38— - DEPARTMENT OF STATE › § 2724
The Secretary of State can charge people, companies, or organizations (but not U.S. government agencies) a fee to cover the real or expected cost of commercial services the State Department provides at U.S. posts overseas when those services are within its authority. That fee can only be charged in countries where the Department of Commerce does not provide similar fee-based commercial services. Money collected must be put into the State Department’s accounts to offset the cost of those services. Those funds may be used until September 30 of the fiscal year after the year they were deposited.
