Make public diplomacy a central part of planning and carrying out U.S. foreign policy. The Secretary of State must try to coordinate public diplomacy across federal agencies, under the President’s direction, and work with the Broadcasting Board of Governors to create a clear, long-term strategy and measurable goals for public diplomacy. The strategy must cover both developed and developing countries and different audiences, using suitable media to explain U.S. foreign policy, build support, and provide news and information. The Secretary must counter misinformation and promote freedom, democracy, and human rights. Working with USAID and others, the Secretary should widely share information about U.S. foreign aid and, when possible, label non-commodity USAID projects as provided by the people of the United States.
