The Secretary must set performance and promotion rules that reward senior leaders and supervisors for building an inclusive workplace and growing talent based on merit. Examples include taking part in mentoring or sponsorship programs, recruitment events, and similar activities. The Secretary must also create regular chances for those leaders to join outreach events and talk about diversity and inclusion with staff, including employee resource groups. Congress strongly encourages the Secretary to make sure any outside advisory committee or board that senior leaders fill is created, reviewed, and run by qualified teams that reflect the organization’s diversity.
