The President can sell design and construction services to eligible foreign countries or international organizations if they agree to pay in U.S. dollars at least the full cost to the U.S. government. Payment must be made to the U.S. government before any U.S. officers or employees do the work. The President may also enter contracts to buy those services without charging U.S. appropriations if the buyer gives a reliable promise to pay the full contract amount so the U.S. will not lose money, and to provide funds in advance to cover required payments and any damages or cancellation costs.
