Up to 24 U.S. members of Congress meet with Canada's Parliament at least once a year and also when Congress is not in session, except during the first session of the 86th Congress and for meetings held in the United States. The Speaker picks half from the House (at least 4 from the House Foreign Affairs Committee). The President of the Senate, after Senate leaders’ recommendations, picks the other half (at least 4 from the Senate Foreign Relations Committee). Most appointments cover one meeting; the eight committee members serve for the whole Congress. The House delegation leader must be from House Foreign Affairs. The Senate delegation leader must be from Senate Foreign Relations unless the President of the Senate, on the Majority Leader’s recommendation, decides otherwise.
