Up to 24 Members of Congress must be chosen to meet with Mexico’s Chamber of Deputies and Senate at least once a year to talk about shared problems and improve U.S.–Mexico relations. Half of the group comes from the House of Representatives and half from the Senate. The Speaker of the House picks the House members, and at least four of those must be from the House Foreign Affairs Committee. The President of the Senate picks the Senate members based on recommendations from the Senate majority and minority leaders, and at least four of those must be from the Senate Foreign Relations Committee. Most appointments cover just each meeting, but the four members from each foreign affairs/relations committee serve for the whole Congress. The House delegation’s chair or vice chair must be a member of the House Foreign Affairs Committee. The Senate delegation’s chair or vice chair should be a member of the Senate Foreign Relations Committee unless the President of the Senate, with the Majority Leader’s recommendation, decides otherwise.
