Up to 12 Senators will be chosen to meet each year with representatives of China’s National People’s Congress to talk about shared problems and U.S.–China relations. Those chosen are called the United States group of the United States Senate‑China Interparliamentary Group. The President pro tempore of the Senate will appoint the Senators after recommendations from the Senate’s majority and minority leaders and will pick one Senator to serve as Chair. Up to $100,000 may be made available each fiscal year to help pay the group’s expenses, and payments must be made on vouchers the Chair approves. The Chair’s certificate must be accepted by accounting officers when the group’s accounts are audited. For fiscal year 2004 only, $75,000 from the Senate contingent fund was provided for official expenses (rooms, hospitality, food), the Secretary of the Senate may advance funds, and $100,000 was also appropriated from Treasury funds for the year ending September 30, 2004. Subsections (a)–(d) apply to fiscal year 2004 and every year after; subsections (e) and (f) apply only to fiscal year 2004.
