The President may give training and support to the military and civilian defense personnel of friendly foreign countries or international organizations. A Secretary of a military department must provide the training. Support can include transport, food, health care, logistics, and use of facilities and equipment. The foreign country or organization must agree to give comparable training back to U.S. personnel under that Secretary within a reasonable time, no more than one year. If it does not, it must repay the United States the full cost. The President must set rules for the program. By February 1 each year, the President must report to Congress on the prior fiscal year's work. The report must show the estimated full cost to the United States for each country or organization and the estimated value of what each provided to the United States.
