The U.S. Commissioner may build, run, and keep up the projects covered by the convention and sections 277d–17 to 277d–25. The Commissioner can also give operation and upkeep to federal agencies or to the state or local government where the project is located. The Commissioner may accept public or private money from the United States or Mexico to help pay to operate, maintain, or replace the Bridge of the Americas that crosses the Rio Grande between El Paso, Texas, and Cd. Juarez, Chihuahua. Those payments go into the Commission’s current appropriation, can be used only to replace that bridge, and only up to amounts Congress provides in advance in appropriation Acts.
