The United States Commissioner for the International Boundary and Water Commission may make agreements with local watershed groups (those named in the Watershed Protection and Flood Prevention Act of August 4, 1954) so those groups will maintain flood and arroyo sediment control dams and related works in the Rio Grande watershed between Caballo Dam and El Paso, Texas. The local groups can do the work themselves or hire others, including the United States. Any agreement will say how much the United States will pay, based on how much benefit the dams provide, and the United States can help with money or by doing the work. The Commissioner can also decide that control gates must not be put on any dam needed to run and maintain the canalization project. Cost-sharing plans between the United States and the local groups must be approved by the Secretary of Agriculture and follow that Secretary’s rules. Not more than $50,000 per annum may be appropriated to help pay for these maintenance contributions.
