If a related agreement is made, the Commissioner can build, run, and take care of flood-control works in the United States that match the main plans in the "Report on the Flood Control Project Rio Grande, Presidio Valley, Texas." The Department of State can get whatever funds are needed for the United States section of the Commission to carry out the Act. No money may be spent on work at any land, site, or easement unless that land was obtained under the treaty for other purposes or was donated. If the land is donated, the Attorney General must approve the title under existing rules.
