Allows the Secretary of State, through the U.S. Commissioner of the International Boundary and Water Commission, to make an agreement with the proper Mexican officials to jointly build, operate, and maintain a shared flood-control project for the Tijuana River. The project must follow the February 3, 1944 treaty with Mexico and be located and have the main features described in the report prepared by the U.S. Section of the Commission.
