Congress may provide whatever money is needed to the U.S. Section of the International Boundary and Water Commission (U.S. and Mexico) to pay U.S. costs from any agreement to build, run, or maintain the project. Money already given to the State Department for the Commission can also be used for these same purposes and for the work under section 277d–8. Any payments from the Mexican government under those agreements can be spent to help pay these costs. Money from the city of Calexico, California, under the same rules can also be used the same way.
