The U.S. Commissioner for the International Boundary and Water Commission can provide technical help — like tests, evaluations, surveys, or similar services — to state or local governments when they ask. The state or local government must pay for these services. Payments must be made in advance for the estimated or actual cost the Commission sets. The Commission will adjust the payment later if the real cost is different, and the money goes back into the same government fund that paid for the service.
