Defense items and services bought under this law cannot be sent to other countries or international organizations unless this chapter, the Foreign Assistance Act of 1961, or another law allows it. The President can let U.S. forces use them briefly for national defense, but the military must pay operation, maintenance, and any restoration or replacement costs. Except for that temporary military use, the Fund can pay for storage, maintenance, getting items ready for transfer, and Defense Department administrative costs not covered under section 2792(b).
