The Secretary of the Treasury may pay the United States’ subscription to the Corporation. To do that, the Secretary can use up to $35,168,000 from the proceeds of securities issued under chapter 31 of title 31, and those payments and any repayments are counted as public-debt transactions. Any dividends the Corporation pays to the United States must be deposited into the Treasury as miscellaneous receipts.
