The U.S. Governor for the Corporation may agree to two changes to the Corporation’s Articles of Agreement. One change raises the vote needed for the Board of Governors to increase the corporation’s capital stock from a three-fourths majority to a four-fifths majority. The other change raises the vote needed for the Board to amend the Articles from a four-fifths majority to an eighty-five percent majority.
