Allows the United States Governor at the Bank to vote for a plan called "Increase of Resources of the Fund for Special Operations" and to agree that the United States will pay $750,000,000 under that plan. Congress also approves $750,000,000 for the U.S. share and says that money does not expire at the end of a fiscal year. For any of that money, the United States must use its vote to block loans from the Fund to a country while the President has suspended U.S. aid to that country because of actions on or after January 1, 1962 listed in section 2370(e)(1)(A)–(C), and the country does not fix the problem within a reasonable time.
