Allows the United States Governor at the Bank to make two yearly payments of $450,000,000 each to the Fund for Special Operations. Those payments must follow the rules in the Bank’s Board resolution dated December 31, 1970. The law also lets the Treasury provide the money for those two payments and allows the needed funds to be appropriated with no fiscal-year limit.
