The Secretary of the Treasury must tell the U.S. Executive Director at the Bank to use the U.S. voice and vote to focus more on the poorest places in Latin America and the Caribbean, including poor areas of richer countries. The Secretary must also support Multilateral Investment Fund programs that target low-income people, work with nongovernmental organizations, and train and assist former combatants from civil conflicts in Latin America.
