The U.S. Governor of the World Bank can vote to increase the Fund for Special Operations by up to $479,000,000 to carry out debt relief for Haiti under the Cancun Declaration of March 21, 2010. That declaration calls for canceling Haiti’s debts to the Fund, canceling remaining local-currency conversion obligations, turning undisbursed loan balances into grants, and providing immediate grant funding to Haiti while also giving suitable help to other borrowing countries. If Congress provides the money, the U.S. Governor may contribute up to $252,000,000: $240,000,000 to the Fund for Special Operations, $8,000,000 to IFAD, and $4,000,000 to IDA. Up to $212,000,000 is authorized to be appropriated, without fiscal year limit, for the U.S. payment to the Fund for Special Operations.
