The U.S. representative to the Inter‑American Development Bank may pledge $70,000,000 to the Bank’s Fund for Special Operations, but only if Congress provides the money. The law also allows the Treasury to pay $274,920,799 for the U.S. capital subscription and $70,000,000 for the Fund, with no fiscal year limit, but none of the Fund money may be used in fiscal year 1982.
