The Treasury Secretary must tell the U.S. director at the Inter‑American Development Bank to use their vote and voice during the 4‑year period beginning January 1, 1990, to push the Bank to increase the share of its loans for projects that build people’s skills and health and to quickly set up regular ways to consult local people in borrower countries, directly or through representative NGOs. "Investments in human capital" here means projects, policies, and programs to improve urban and rural health and sanitation, basic nutrition, education, support for small producers, women’s economic activities, and the growth of local non‑governmental organizations.
