The Secretary of the Treasury must tell the United States Executive Directors at the International Bank for Reconstruction and Development and the International Development Association to vote no on any loan or use of the Bank’s or Association’s money that would benefit a country the President has said (and told the Secretary) failed to stop illegal drugs made in or shipped through that country from being sold to U.S. Government personnel or their families, or from entering the United States. "Narcotic drugs and other controlled substances" means what the Comprehensive Drug Abuse Prevention and Control Act of 1970 [21 U.S.C. 801 et seq.] defines. The no-vote order stays until the President tells the Secretary the country has fixed the problem.
