The U.S. Governor may agree that the United States will pay $3,240,000,000 to the Association for the sixth replenishment, but any promise to pay depends on Congress providing the money. Congress may set aside up to $3,240,000,000 for the Treasury Secretary to pay, with no fiscal‑year limit, except no more than $850,000,000 for fiscal year 1982 and no more than $945,000,000 for fiscal year 1983.
