The U.S. Governor can agree that the United States will pay $2,875,000,000 to the Association for its eighth replenishment, but any pledge only applies if Congress provides the money. Congress can appropriate $2,875,000,000, with no fiscal year limit, for the Secretary of the Treasury to make that payment.
