The U.S. Governor at the Bank can provide money for the United States equal to whatever Congress approves under subsection (b). That contribution is made under the Bank’s resolution called "Seventh Replenishment of the Asian Development Fund." Any pledge to pay only counts if Congress first provides the funds in advance in appropriations Acts. Congress authorizes whatever sums are needed to be appropriated so the Secretary of the Treasury can make the payment, and those funds are provided without fiscal year limitation.
