Congress must pass a law before the United States can do certain things for the Bank. The U.S. cannot buy more stock, agree to changes that raise U.S. obligations or change the Bank’s purpose or functions, or make loans or other financing, unless Congress allows it. One exception lets a U.S. agency created by Congress and allowed to fund international organizations give technical assistance funds up to $1,000,000 in any one year.
