Use United States Special Resources to pay for high-priority development projects and programs in the Bank’s developing member countries, especially in Southeast Asia. The Bank can only spend these funds to make development loans on more flexible terms than its regular loans and to give repayable technical assistance credits. Money from these funds should buy goods made in or services supplied from the United States, unless the United States Governor, after consulting the National Advisory Council on International Monetary and Financial Policies, approves buying from other member countries because it would clearly help meet the fund’s goals and fit the U.S. international financial position. The funds may pay administrative costs only if those costs are not covered by the Bank’s service fees or income from the funds. All financing must be repaid to the Bank in United States dollars.
