U.S. letters of credit from special funds can be issued only when the U.S. share is less than half of all special-fund contributions and is no bigger than the largest contribution by any other single country. The U.S. Governor must make sure the funds are used fairly and that other contributors take a significant part in each fund receiving U.S. resources.
