Provide $378,250,000 to the Asian Development Fund, but only if Congress approves the money. Congress may appropriate the full $378,250,000 for the Treasury to pay, with no time limit, but no more than $111,250,000 may be used in fiscal year 1982 and no more than $44,500,000 in fiscal year 1983. The Treasury must pay by letter of credit in four yearly installments and must get the Bank to certify that any undrawn balance on that letter of credit will not exceed the U.S. share of expected disbursements for the next three months.
