The Secretary of the Treasury must tell the U.S. Executive Director at the International Monetary Fund to oppose any IMF financial or technical assistance to a country whose government either lets in or shelters someone who has committed international terrorism (including aircraft hijacking), or fails to stop such people from carrying out attacks abroad.
