The U.S. governor and executive director of the Fund must quickly ask the Fund to officially say whether it can use its money beyond normal monetary stabilization to give temporary help for seasonal, cyclical, or emergency balance-of-payments problems, or to provide relief, reconstruction, armaments, or to meet a large or sustained outflow of capital. If the Fund answers yes to any of those questions, the U.S. governor must promptly propose and support an amendment to the Articles of Agreement to reject that answer, and the President is authorized to accept that amendment for the United States.
