The Treasury may use up to $3,750,000,000 from securities issued after July 15, 1946 under chapter 31 to carry out the December 6, 1945 U.S.–U.K. agreement. Payments, repayments, and interest under that agreement count as U.S. public debt, and interest must be deposited in the Treasury as miscellaneous receipts.
