The United States Governor of the Fund may accept the change to the Fund’s Articles of Agreement that the Board approved on October 22, 1997 (resolution 52–4). No more than one year after acceptance, the Secretary of the Treasury must send a report to the appropriate congressional committees on Special Drawing Rights, covering how countries that significantly use or acquire SDRs under Article XIX, Section 2(c) obtain and use them; how much countries with balance‑of‑payments problems exchange or use SDRs to get reserve currencies; and how those reserve currencies are acquired.
