Tell the Secretary of the Treasury to work with the Secretary of State and the U.S. Trade Representative to begin talks with other countries about the economic harm caused by big, long‑term exchange‑rate imbalances. The Treasury must also tell the United States Executive Director at the Fund to push the Fund, in article IV consultations and in Fund‑supported programs, to promote stable exchange rates, prevent manipulation between major currencies, and strengthen article IV procedures so countries using artificial rates move to market‑determined rates. When voting on giving Fund assistance to a borrower, the U.S. Executive Director must consider whether that borrower’s policies follow the requirements of article IV.
