Allows the President to make special agreements with the Security Council, but Congress must approve them by law or joint resolution. The agreements set numbers and types of forces, readiness, general locations, and what facilities or assistance (including passage rights) will be provided when the Council calls under article 43. The President may only provide what those approved agreements allow when the Council acts under article 42, except as section 287d–1 permits.
