To meet Article VII of the Organization’s constitution, the Secretary of State must set up a National Commission on Educational, Scientific, and Cultural Cooperation with no more than 100 members. Up to 60 members come from major national voluntary organizations. Up to 40 are chosen by the Secretary of State and include no more than 10 federal employees, no more than 15 state or local education/science/culture representatives, and no more than 15 people picked at large. The Secretary will first name 50 national organizations and invite each to pick one representative. The Commission will review and change that list from time to time to rotate groups. One-third of the initial members serve 1 year, one-third 2 years, and the rest 3 years. After that, members serve three-year terms and may serve no more than two terms in a row. The Commission must meet at least once a year. It will pick an executive committee and may create other committees to work with the Department of State. Members get no salary, but may be paid travel and other expenses as allowed by section 5703 of title 5. The Department of State will provide the Commission’s secretariat.
