The United States may provide $125,000,000 to the African Development Fund for its second replenishment. Any promise to pay that money must wait until Congress approves the needed appropriations. Up to $125,000,000 may be appropriated without a fiscal year limit for the Treasury Secretary to use. The Treasury Secretary must pay the U.S. contribution by letter of credit in three annual installments. The Treasury must also get the Fund to certify that any undisbursed balance from draws on that letter of credit will never exceed the U.S. share of expected disbursements for the following three-month period.
