The United States must put $25,000,000 into the Fund with no time limit, paid by the Secretary of the Treasury in three yearly installments of $9,000,000, $8,000,000, and $8,000,000. If the Fund returns or pays money back to the United States, that money must go into the Treasury and be recorded as a miscellaneous receipt.
